The person who had owner level access to our circleci instance has left the company and right now we don’t have any users that can raise anyone else to have owner level permissions, I sent an email to request this but still have not received a response, is there anything I could do in the meantime?

If at least one current user has signed up before September 2023, they have done so via our GitHub OAuth integration.
Therefore, access permissions are inherited from the VCS. This means that a GitHub user with owner permission on the GitHub organization will automatically be an admin of the related CircleCI organization.
