CircleCI suddenly stopped building on open PRs

About 45 minutes ago our CircleCI builds stopped running for newly opened PRs. We see this message:

This project is configured to only run builds that have open pull requests associated with them. Update the Only build pull requests setting to run this build.

Am I doing something wrong?
