I doubt this is a bug.

It’s hard to help you, since you’ve not added any explanation or config. However, my guess is that you are using a base (Debian?) image that is no longer supported and the upstream repo is reflecting that. It’s very common on any Linux old distro - I’ve seen this on old/unsupported Ubuntu installs (which is based on Debian).

If you are still stuck, please show us some YAML config, say whether you’re using the Docker or Machine executor, and add some textual description if you can.

The reason I posted it here because I am using the circleCI provided image: circleci/openjdk:10-jdk-node-browsers
I believe it needs to get the repos updated.
It is failing when I try to install python-pip python-dev

That did work. Thanks. Hopefully image will get updated though because that step was not part of my build before and now I must keep it in there.

No, you always should have an update step. Linux distribution repositories will usually be updated faster than OS images can be automatically re-built.
