Open source project and paid account, how many containers does it get

I see that you get 4 free containers when building an open source project. If one is also paying for say 4 containers, does that open source project utilize 8 containers now?

This is correct. All open source projects have access to additional containers above what your plan provides (a free plan still comes with one free container as well).
