Issue with spinning up environment

We have a build process using the circleci/php:7.1-node-browsers image. Just a few minutes ago it started failing. Attached is the error it is failing with.

I have tried using the circleci/php:7.1-fpm-node-browsers-legacy image from here: https://hub.docker.com/r/circleci/php/tags/ but still got the same error.

How can I fix this?
