Intelligent summaries on build failures stopped working

If I click on “Explain this error” after a build failure I get a message:

" Enable intelligent summaries of build failure messages. Admin access is required to enable this feature. Contact your organization’s admin to enable it via Organization Settings > Advanced "

Turns out this is already enabled. I remember to have used this in the past.
