Automated access restriction - False Positive Sanctions Flag (Proton VPN)

My account was recently restricted due to a compliance flag. I believe this is a false positive caused by a specific technical overlap:

  1. I was using Proton VPN for privacy while working. (Which was set to Belarus, because I didnt know about restriction)

  2. I had an automated Claude (Anthropic) instance running which sent an API request to CircleCI to trigger a job re-run.

Because the API request originated from the VPN’s exit node, I suspect it triggered an automated sanctions/compliance block. I am physically located in Warsaw, Poland and am not a sanctioned individual.

Since the automated systems are auto-closing my requests and the appeal form is bugged, what am I supposed to do to get a human review? I can provide proof of residency to clear this false positive immediately. https://support.circleci.com/hc/en-us/requests/172244 this is a link to my request.
