Feels like network is unstable on the CircleCI side. I can fetch that dependency every time from my local desktop.

same here. builds failing on first yarn install with network error
I am experiencing the same thing. All of our js builds are failing with the same thing. The yarn website states that everything is all good on their end.
It seems to have recovered. At least for us and for now.
