Setup_remote_docker failure with 'circleci local execute'

I get a permission error when running ‘docker build’ command while using setup_remote_docker key in the circleci local execute. However, it works if I do ‘sudo docker build…’. My circleci version is as follows:

$ circleci version
0.1.4786+bad101f

Same issue was discussed a couple of years ago in the following thread but there was no resolution other than a work around posted by the developer. Has this been resolved by any chance or is there a better work around?
