Setup a remote Docker engine is completing successfully but several builds cannot connect to the Docker daemon at [tcp://address]

Several of our builds are having this issue.

We tried specifying the version to version: 18.05.0-ce but that still does not help.

This has been happening for well over a week. Anything to do to prevent this?
