Direct link to non team members to artifacts

Can i somehow obtain and publish to slack (which is custom slack message) a link to the artifacts ?
right now circleci unlike other ci’s link into circleci account which require others who wants to access those artifacts to be team members even if they are not related to the team (product for example…)

Can i obtain a link or do i need to upload my artifacts to S3 and then use curl to send custom slack message ?

ok i guess i need to upload to S3, ok i know aws command CLI is available. but except for taking the circle CI slack token and pusihng curl messages to it, can i somehow add extra text to the notification i get from circle ?
