Build process keeps failing at "install dev dependencies, build assets, etc." step

Hello,
In the past, when I pushed a composer.lock file to Github, CircleCI would go through the build process while spinning up a site in Pantheon. And, now its not. If someone can help me figure this out, would be greatly appreciated. Thanks.
