Our builds are failing while downloading dependencies. Even when I rerun the jobs which were executed successfully earlier are now failing. Is there an issue with CircleCI? Please let me know if there is any update.

You will need to post the logs so that someone can comment on the exact nature of the issue.
In general, the first place to check is the provider of the dependencies to see what has changed there.
