While Ubuntu Precise (12.04) has PECL installed with PHP 7, it’s missing on Ubuntu Trusty (14.04). I spend more then few hours trying to set it up but couldnt. In my case it’s needed for ext-redis & ext-intl (hopefully nothing more but composer is now just complaining on those 2)

Ubuntu Trusty has no PECL support under PHP7
