I would like to have something like the following:

```auto
    - restore_cache:
        when: always
```

to run `restore_cache` even after previous steps have failed.
`when` is an attribute of [`save_cache`](https://circleci.com/docs/2.0/configuration-reference/#savecache) but as far as I can see not of [`restore_cache`](https://circleci.com/docs/2.0/configuration-reference/#restorecache). How could I achieve equivalent behaviour for `restore_cache`?
