Hello world example does not work with CircleCI CLI

Following https://circleci.com/docs/2.0/hello-world/ to get the bare minimum example working and then running circleci build causes an error. Note that from the hello world example I replaced <project root directory> with data_refinery, <language> with python, and <version TAG> with 3.6. Committing this config works with CircleCI’s cloud environment, however it fails locally. I’m not sure if this is expected behavior or not but it seems like it shouldn’t be this easy to run into an issue when just getting started.
