Deployment ran even though it should not have based on tag filters

This build tried to deploy to CocoaPods, even though there is not a new tag that would have triggered it. Why did the “deploy-to-cocoapods” workflow run?

I figured it out with help from @Sara on the support team - thanks, Sara! There were many things wrong with my config. You can see the working version here:
