We are using hybrid frameworks like React Native and Ionic (old projects) to build mobile apps.

As hybrid frameworks can be built for android and ios both, which plan is better? Linux or macos?

What is the difference between two?

It’s impossible for readers to say - it depends on your project. Use whichever you think is more suitable for your work. If you can use either then go for Linux, as it has a free starter plan, whereas the MacOS option does not.

Let me ask you specific question. If I have a linux plan can i use below?

No, you’d need a MacOS plan for that. I can’t advise on it though, I don’t use MacOS/iOS at all.
